dc.description.abstract Rapid urban development and increasing land use changes due to increasing population and economic growth is being witnessed in India and other developing countries. Urbanization is one of the most powerful socioeconomic components of the modern society. It is a dynamic force since it undergoes considerable spatial and temporal variations. In cities like Bhopal this variation is more pronounced in the peripheral areas due to rapid horizontal expansion which has outpaced the vertical expansion of the city. In addition, the rapid growth of city which has triggered the infrastructure development like modern highways, proliferation of more automobiles etc. facilitates such horizontal expansion of the city and more and more people were found to shift from agricultural to nonagricultural occupation. Hence, it is logical to expect that a proper utilization of land and better implementation of rules and norms in the fringe areas is basic for effective urban planning. But by literature reviews it is found that there is building bylaws for planning area but beyond planning area it is not applicable and but still the area beyond planning boundary developing as per urban characteristics reserve own identity, property which generally does not match the property same of surrounding development trend within planning area . Hence in the study analyze the both fringe areas development pattern first within the planning area and second beyond the planning area by temporal spatial pattern, and comparison between urban by laws in the city planning area and present scenario of fringe area beyond planning area, and suggest some policy, regulation standards to control those increasing development which will support the upcoming development trend of city and would be a complimentary development for city sprawl. This study demonstrate the urbanization process within fringe area and gap findings between the urban norms and existing development in urban characterized rural area. And also an approach to regulate the development in fringe area. en_US
