Land is an important but very scarce commodity. It is, therefore, most essential to ensure that utilization of the available land is judicious and in the best interest of the community. In India Macro level planning at city level is carried out through development plans & to implement the development plan goals; micro level planning at area levels are executed using development mechanisms like Land Acquisition, Land reconstitution (Town planning schemes), Land reservations etc. In the city of Jalgaon in Maharashtra; planning attempts were made through Development plans & Town Planning schemes.
However there has been observed many deficiencies & loopholes in these planning initiatives regarding various aspects; leading to inappropriate outcomes & malpractices in the development process. The town planning schemes in Jalgaon were a bit successful but it had limited proposals & lacked further prospects for the growth of city. Thereafter for the implementation of the development plan; no mechanism was used for achieving the proposed development of the city. This has led to haphazard development which has caused wastage of precious land, non-homogenous land distribution in society, financial manipulations & price speculations of property’s in urban areas. Thus it is proving incapable of achieving the framed aims & objectives and losing effectiveness in the fast changing urban scenario.
Considering this situation of urban development in Jalgaon, there is a need of innovative techniques of land development & management. A mechanism which would lead to making corrective measures in the existing mechanism in the city by addressing the current conditions & issues and guide the further way of development in a dynamic & sustainable way ahead.
The study attempts to assess the existing development scenario in Jalgaon and identifying the reasons for the same. An analysis of various land development mechanisms in Maharashtra as well as similar attempts across various parts in the country; based upon various parameters; gave the best practices to be considered. The study resulted into devising a hybrid land mechanism which considers current issues & guides future growth. A demonstration of the new mechanism explains its effectiveness with regards to micro level zoning, development guidelines, population density, quality of spatial form & the built form. |
