dc.description.abstract Since the early break of civilization the people in large communities have been ruled or governed by a chosen few. The offices of such esteemed officials have always stood like a symbol of the trust between the public and the governing faction. The building that housed such esteemed offices was named the Secretariat and it became a symbol of Democracy that prevails in the civilised world as we know today. With power these appointed officials came closer to critical dangers and violence. Hence the security was one of the main concerns in a Secretariat Building. The whole concept of the Secretariat Building was that the general public can come to meet these officials concerning their complaints about various issues. The officials meet the populace in the office during the working hours. en_US
