dc.description.abstract The first land pooling scheme came long before 100 years from now as Bombay Town Planning Act of 1915 passed by the British when India was under British rule. The first Town Planning scheme was made fin Ahmedabad. After this, seeing the flaws in land acquisition model, many states replicate the model of land pooling with a little change in their model. Although being of the principle model for land readjustment, Town planning scheme as well has some flaws and drawbacks few at the policy level but mostly at the implementation level. The rapid increasing pressure of urbanization on the metro cities has made it compulsory to have a better urban planning scheme. A scheme that can, not only manages the urbanization but can also direct the growth. The first objective is to understand the tools and principles of land management. The second was to study the implementation process of town planning schemes. Fourth was to evaluate the effectiveness of the town planning tool. The main objective was to develop a tool for land management which has learned from the drawbacks of the town planning scheme of Gujarat. It was found that a TP schemes are subject to a lot of delays in their different stages. Public partnership is just not enough. And there is no authority that can monitor and or regulate the working of town planning scheme. Later in the study more issues has been identified and a best fit recommendation has been given.
